Government to discuss compulsory social health insurance reform and measures to reduce shadow economy

On October 7, 2025, the Government of Kazakhstan held a meeting to discuss reforms to compulsory social health insurance and measures to curb the shadow economy. Starting January 1, 2026, the health insurance reform will expand access to planned medical services for around 1 million citizens, transfer cancer screenings to free statutory care, and introduce new contribution limits for high-income employees and employers. State contribution rates will gradually rise from 2.2% in 2027 to 4.7% by 2037, while insured status will be maintained for six months for those with five consecutive years of contributions. The government will also update data reporting to include migrant workers from EAEU countries, ensuring system sustainability until 2043. Digital reforms since 2021 have already reduced corruption and administrative barriers, bringing over 28 billion tenge out of the shadow economy and saving 13 billion in budget funds.
